Yes, it did. But only because Shockwave seeded the planet ages ago. And Ore 13 wasn't exactly normal energon either. Good for combat sure, but nothing you could live off of. Seriously. And those Earthers did a damn fine job of making all of us feel unwelcome. We went there to prevent Megatron from conquering the planet and stripping its resources but the humans didn't want or need our help.
[The last part is debatable but he's still pretty bitter about Spike. As far as Skywatch was concerned, the only thing they needed was Cybertronian tech. At any cost.]
